Kampala, Uganda — Retired Assistant Inspector General of Police (AIGP) Sam Omalla, known for his controversial role in Uganda’s policing history, has passed away.
Omalla, who served as Director of Operations and Deputy CEO at Arrow Security Systems Ltd, died on Monday morning at Mulago National Referral Hospital after a prolonged struggle with cancer. He was pronounced dead at 7:00 a.m., according to a statement signed by Capt. Mike Mukula.
“It is with deep sorrow that we announce the death of our Director Operations and Deputy CEO Sam Omala (RIP),” read the statement from Arrow Security Systems Ltd.
A Controversial Legacy
Omalla rose to national prominence during his time as Kampala Metropolitan Police Commander, where he led a series of high-profile operations to suppress opposition protests, particularly those spearheaded by opposition leader Dr. Kizza Besigye during the “Walk to Work” demonstrations.
His forceful approach earned him praise from some government supporters for maintaining public order, but also attracted heavy criticism from human rights organizations who accused him of using excessive force against political activists.
Omalla’s policing methods became symbolic of the state’s wider crackdown on dissent during the early 2010s.
Career After Retirement
After retiring from the Uganda Police Force, Omalla transitioned into the private security sector, joining Arrow Security Systems Ltd, where he served until his death.
