Rape extortion UPDF impersonation Uganda charges have led to the arrest of 33-year-old Steven Oyapa Silasi. Police captured him in Bukedea District after several months of tracking. He had reportedly raped a 24-year-old woman in December 2024 and vanished from Mukono District, where he lived in Nakabago village.
The woman filed a report, and police immediately opened a case under CRB 1783/2024. Detectives also recorded statements from witnesses. After the rape incident, Oyapa went into hiding and resurfaced in Bukedea, Eastern Uganda.
While in Bukedea, Oyapa pretended to be a UPDF officer with the rank of Lieutenant Colonel. He allegedly tried to extort money from supporters of Speaker Anita Among, who represents Bukedea District as Woman MP.
Local authorities became suspicious of his actions and alerted Mukono detectives, who had been tracking him. After confirming his identity, police moved him to Mukono for further questioning on the rape case.
Kampala Metropolitan Police spokesperson Patrick Onyango confirmed the developments. He stated that Oyapa had given a statement and undergone a mental health evaluation. Police have already sent the case file to the Resident State Attorney for legal review.
Officers noted that impersonating a military official is a serious crime in Uganda. Using fake ranks to gain trust or demand money violates both military and civilian laws. Authorities have urged citizens to report similar cases without delay.
The charges—rape, extortion, and UPDF impersonation Uganda—represent a disturbing combination of violent and fraudulent acts. Police have assured the public that the case will proceed swiftly through the proper legal channels.
