Brig Charity Bainababo Admits Assaulting Ugandan Diplomat During President Museveni’s Visit to Bujumbura

In a startling turn of events, Brigadier Charity Bainababo, Deputy Commander of the Special Forces Command (SFC), has acknowledged assaulting a Ugandan diplomat during President Museveni’s recent trip to Bujumbura, Burundi. The incident took place in early May 2023, where Bainababo was leading President Museveni’s advance security team for the Regional Oversight Mechanism of the Peace, Security, and Cooperation Framework for the Democratic Republic of the Congo.

Sources have revealed that the altercation occurred at the Ugandan Embassy in Bujumbura during a meeting between Bainababo and Ugandan diplomats, including Solomon Kasasira, who held the position of head of protocol during President Museveni’s visit. The discussion quickly escalated, resulting in Bainababo throwing a mug at Kasasira.

When approached for comment, Brigadier Bainababo accused Kasasira of displaying disrespect and hurling insults at her. Justifying her actions, she stated that Kasasira had overstepped boundaries by engaging in such behavior. Bainababo also highlighted the preference of female officers to be addressed as “ma’am” rather than “sir,” as the latter connotes male chauvinism.

Kasasira, in response, offered a somewhat vague account, describing the incident as an accidental occurrence while he was providing lunch-related updates to Bainababo and the group. However, witnesses present during the altercation revealed that Kasasira had been evasive and had previously received warnings from superiors regarding his treatment of colleagues and visitors.

Brigadier Bainababo reported the incident to Ambassador Kyaligonza, who reportedly issued a warning to Kasasira. However, attempts to obtain Ambassador Kyaligonza’s comments on the matter have been unsuccessful thus far.

Rejecting claims of being domineering within Parliament, Brigadier Bainababo stressed that she adheres to parliamentary rules and regulations. She emphasized that if she had displayed any form of disrespect towards the Speaker or fellow members, appropriate measures would have been taken. Additionally, Bainababo noted that Kasasira had faced rejection in other embassies due to his disrespectful conduct.
