ARUA, UGANDA – Abdullah Gulume, a local butcher in Arua City, had a close brush with death when the enraged relatives of a nursing student he was found with at Sevella Palace Lodge stormed the premises. They demanded that Gulume pay a fine or face severe consequences for his actions.
The incident, which unfolded in the heart of Arua City’s Central Business Division, caught the attention of the police as the situation escalated and the relatives threatened to take matters into their own hands. The nursing student, identified only as Rashida, was studying at the Arua School of Comprehensive Nursing.
According to SP Josephine Angucia, the West Nile Regional Police Spokesperson, the Officer Incharge of Arua Central Police Station, ASP Julius Jokkende, received a distress call at around 3 pm reporting that Gulume was being unlawfully confined and coerced into paying a cultural fine known as “Kasurube” for allegedly having sexual relations with Rashida without having paid dowry.
“Kasurube” is a customary fine imposed on a man who has engaged in sexual intercourse with a woman outside the bounds of marriage.
SP Angucia stated that a police team swiftly responded to the situation and rescued Gulume, using a patrol vehicle to transport him to Arua Central Police Station for his safety. During the subsequent interrogation, it was revealed that both Gulume and Rashida claimed they had not engaged in any illicit activities before the commotion caused by the arrival of the relatives.
Due to the fact that Rashida was above the age of 18, the authorities explained to her relatives that legal charges could not be pressed against Gulume, as both parties were considered adults who had mutually consented to their actions. The police conducted a sensitization session, urging both parties to resolve their differences amicably outside the jurisdiction of law enforcement.
In a separate development, Gulume filed an assault case against Rashida’s relatives, alleging that they had arrested and physically assaulted him while forcefully demanding the fine. The case has been officially registered under SD reference 42/23/05/2023.
