President Museveni’s new manifesto focuses on attracting investors

President Museveni’s manifesto committee has completed the first draft of the National Resistance Movement (NRM) manifesto and it has since been forwarded to his office for perusal, the Daily Monitor has learnt.
According to the Director for Information and Publicity at the NRM secretariat, Mr Emmanuel Dombo Lumula, the team has placed focus on areas that were not fulfilled in the previous manifesto. These, according to Mr Dombo, will be catered for in the new draft.
“The manifesto drafting team is in the advanced stages and I know that the first draft is ready but will only be unveiled when it’s being launched by our presidential candidate, Mr Museveni,” Mr Dombo said in a telephone interview.
When asked about the specifics contained in the draft, Mr Dombo said: “I don’t want to get into the nitty-gritty because there is constant interaction between the committee and our candidate to find out whether his vision and thoughts that he has been championing for have been captured.”
“The issue is to focus on creating opportunities that will attract investors who will enhance the capacity of the industrialisation so as to create jobs those who are graduating,” he added.
After he launched the committee at State House in August, President Museveni said the 2020/2021 manifesto will be science-led, something he has repeatedly advocated for throughout the televised presidential addresses on the Covid-19 preventive measures and guidelines.
This will be different from the 2016-2021 manifesto which mainly focused on job creation and run under the slogan “steady progress” under the theme “Taking Uganda through Job Creation and Inclusive Development.”
The fourteen member committee chaired by Prof Ephraim Kamuntu, who also doubles as the Minister for Justice and Constitutional Affairs, will have to effect all necessary changes to the draft before the end November. Prof Kamuntu is deputized by Mr Richard Todwong, the party’s deputy secretary general.
This, Mr Dombo said, is to ensure that the party flag bearer (Mr Museveni) readily unveils the manifesto to the electorates shortly after he has been duly nominated by the Electoral Commission next month.
The elections body set November 2 and 3 as nomination dates for all presidential aspirants seeking to contest in the 2021 General Election.
