Power transmission contractors in Uganda design, construct, upgrade and maintain the infrastructure that moves electricity between generation facilities, substations and major demand centres. Their work includes overhead transmission lines, tower foundations, conductor installation, substations and associated control systems.
Uganda’s transmission projects involve both international engineering companies and local contractors. Some undertake complete engineering, procurement and construction contracts, while others deliver particular line sections, substations or supporting works.
This list features 10 contractors and contracting consortia with documented Uganda project involvement or published high-voltage construction capabilities. It distinguishes identified project assignments from company-described services and is not a ranking or an approved-contractor register.

6. CCC International Engineering Nigeria–Guangxi Consortium
UETCL identifies the consortium of CCC International Engineering Nigeria Limited and Guangxi Transmission & Substation Construction Company Limited as the transmission-line contractor for the Mirama–Kabale project.
The companies are listed together because the documented contract was awarded to their consortium. The assignment covers the 132kV double-circuit transmission line, while the associated substation lot was assigned separately.
Documented Uganda work:
- Mirama–Kabale 132kV double-circuit transmission line.
Consortium members:

7. Toyota Tsusho Engineering–China Machinery Engineering Consortium
UETCL identifies a consortium of Toyota Tsusho Engineering Corporation and China Machinery Engineering Corporation as the contractor for Lots 1 and 2 of the Kampala Metropolitan Transmission System Improvement Project.
The published scope includes substation construction and upgrades, associated transmission connections and reconductoring works.
This entry represents the consortium’s documented assignment. Buyers should confirm which member would lead any new proposal and how responsibilities would be divided.
Documented Uganda work:
- Buloba substation and associated transmission infrastructure.
- New Mukono substation and related connections.
- Substation upgrades and 132kV reconductoring works.
Relevant contractor category: Metropolitan transmission-network expansion and reinforcement.
8. Sunir Company
Sunir has announced a contract with UETCL covering works on the Owen Falls–Lugogo 132kV double-circuit transmission line.
According to the company’s announcement, the scope includes design, manufacture, supply, installation and commissioning, with replacement of existing towers using telescopic structures.
This is evidence of an announced contract rather than confirmation that the project has been completed.
Published Uganda assignment:
- Owen Falls–Lugogo 132kV transmission-line rehabilitation and construction works.
- Tower replacement and associated installation activities.
Relevant contractor category: Transmission-line rehabilitation and engineering, procurement and construction services.

Transmission Contractors Versus Distribution Contractors
Transmission projects move bulk electricity between major network points. Distribution projects deliver electricity through local networks to consumers.
A contractor advertising 11kV or 33kV line construction should not automatically be treated as experienced in 132kV, 220kV or 400kV transmission projects. The engineering requirements, structures, equipment and construction resources differ.
When preparing a shortlist, specify the required voltage, project scope and operating environment. Assess previous work against those requirements.
Services to Include in a Transmission Construction Contract
The scope depends on whether the contract covers a complete project or a defined construction package. Items to clarify include:
- Route surveys and engineering design.
- Geotechnical investigations and foundation design.
- Tower or pole supply and erection.
- Conductors, insulators and line hardware.
- Substation equipment and associated civil works.
- Protection, control and communication systems.
- Testing, commissioning and handover.
- Defects correction and maintenance support.
A contractor’s involvement in one part of a previous project does not establish responsibility for every activity on that project.
How to Choose a Power Transmission Contractor in Uganda
Check Comparable Project Experience
Request references matching the proposed voltage, line length, terrain and substation scope.
Ask whether the company acted as the main contractor, consortium member or subcontractor. Completion certificates and client references help establish what it delivered.
Review the Proposed Team and Equipment
Evaluate the engineers, supervisors and specialist crews assigned to the project. Ask about equipment availability, subcontracting arrangements and experience working around operational electricity infrastructure.
A company’s global portfolio should be supported by a credible plan for delivering the specific Uganda assignment.
Define Land Access and Site Responsibilities
Clarify responsibility for access roads, wayleaves, land access, stakeholder engagement and environmental obligations.
The contract should explain how access restrictions, delayed approvals and changes to the route will be managed. These issues can affect both programme and cost.
Agree on Testing and Handover Requirements
Specify the required inspections, test records, drawings, operating manuals and commissioning procedures.
For projects connecting to an existing network, establish who coordinates technical acceptance, outages and energisation with the network owner.
Compare Complete Proposals
Assess quotations against the same scope. Confirm whether each proposal includes design, equipment, transport, civil works, testing and commissioning.
Review exclusions carefully, particularly for imported equipment, difficult ground conditions, additional access works and changes requested after design approval.
What Determines Power Transmission Construction Costs?
Transmission construction costs vary substantially. Major factors include voltage, route length, terrain, foundation conditions, conductor configuration and the number of substations or connection bays required.
Other factors include transport access, imported equipment, land-related responsibilities, environmental requirements and the complexity of connecting to an operating network.
A general price per kilometre is not a reliable project budget unless its assumptions and exclusions are clearly defined. Obtain a project-specific estimate based on surveys and an agreed technical scope.
Frequently Asked Questions
Which companies have documented transmission project experience in Uganda?
Examples include KEC International, Larsen & Toubro, Kalpataru, Sinohydro and Ceylex Engineering. UETCL also identifies contracting consortia on the Mirama–Kabale and Kampala Metropolitan transmission projects.
Are there Uganda-based power-line contractors?
Yes. MTSL Energies and Reintec Engineering publish power-line construction services that include 132kV capabilities. Confirm comparable project references and the proposed team before appointment.
Do transmission contractors also build substations?
Some do. Ceylex and Larsen & Toubro have identified substation assignments in Uganda, while other projects divide line construction and substation works into separate contracts.
Is UETCL a contractor on this list?
No. UETCL appears here as the project employer and source of information identifying contractors on transmission projects.

Can an ordinary electrical contractor undertake transmission construction?
Building-wiring experience alone is insufficient evidence of transmission capability. Shortlisting should depend on relevant high-voltage experience, engineering resources, construction equipment and the requirements of the specific project.
