Kampala Lord Mayor Erias Lukwago, acting as legal counsel for Dr. Kizza Besigye, encountered challenges accessing Luzira Prison on Thursday. The incident occurred during a visit by Parliament’s Human Rights Committee, led by MP Fox Odoi, to assess Dr. Besigye’s welfare and the conditions of his detention.
Blocked at the Gate
Despite being officially invited to join the delegation, Lukwago was denied entry at the prison gate. Officials informed him that only the Commissioner General of Prisons could authorize his access, creating an unexpected hurdle.
Visibly frustrated, Lukwago expressed his disappointment.
“These people have insulted me,” he told The Nile Post. “I was officially invited by the committee chair, yet I was not even allowed to explain my role to the officer in charge.”
Efforts to Resolve the Standoff
Fox Odoi, the committee chairperson, tried to clarify Lukwago’s involvement in the visit. Despite his explanations, prison officials maintained their stance, citing protocol that required prior clearance from the Commissioner General.
Lukwago accused the authorities of deliberately obstructing his ability to provide legal representation for Dr. Besigye.
“They are well aware that Besigye’s lawyers must be present during discussions,” he stated. “This move seems calculated to undermine his legal rights.”
Negotiations Lead to Access
After 20 minutes of phone calls and negotiations, Lukwago was eventually granted access to the facility. Inside, he joined the committee for discussions with Dr. Besigye regarding his welfare and the detention conditions.
Focus on Detention Conditions
The Human Rights Committee’s visit aimed to investigate allegations of mistreatment and ensure that Dr. Besigye’s rights were being respected. The delegation gathered information on his welfare, which will be included in a report to Parliament.
Upcoming Parliamentary Debate
The committee’s findings will be presented in Parliament next week. The report is expected to reignite discussions on the treatment of political detainees in Uganda and the conditions within detention facilities.
